At a time when homelessness (people without a roof and without decent housing ) and the lack of social housing are reaching critical levels in Catalonia, the Manuel Ballbé Chair strongly recommends this event organized by the Administrative Law Area of the UAB Faculty of Law . An essential academic day to analyze the systemic causes of the crisis and debate innovative legal proposals with leading experts.


Program and Speakers:


  • Initial presentation by Francesc Valdivia Poch Associate Professor of Administrative Law (UAB) Valdivia Poch will contextualize the day with an analysis of the reality of housing in Catalonia, opening the debate on the urgency of more effective and fair public policies.

  • Juli Ponce Solé Professor of Administrative Law (UB) and co-director of the Barcelona Chair of Housing Studies Topic: "The lack of housing for social policies in Catalonia: causes and paths to improvement" Ponce Solé will explain the structural reasons that explain the insufficiency of accessible housing, from legal limitations to management problems. He will propose strategies to strengthen the role of administrations in guaranteeing this fundamental right.

  • Antoni Milian i Massana Honorary Professor of Administrative Law (UAB) Topic: "A legislative proposal against homelessness: homeless and unhoused" Milian i Massana will present a pioneering bill to combat the two dimensions of homelessness : the lack of a physical roof and the lack of decent housing. His presentation will integrate legal and social tools for a comprehensive and humane response.
