Report of the 2nd International Congress on Human Security and Global Law

On April 9 and 10, 2025, the Faculty of Law of the Autonomous University of Barcelona hosted the 2nd International Conference on Human Security and Global Law, organized by the Manuel Ballbé Chair - Global Legal Area. Under the theme "Harmonizing Human Security and Global Law: Towards a Future of Prevention and Resilience," the event brought together leading national and international experts to address current challenges in security and law.


The session on April 9th began with an institutional welcome by Dr. Susana Navas, Dean of the Faculty of Law. The session also included interventions by Mr. Francisco Javier López Pérez, Executive President of the Chair, and Dr. Roser Martínez Quirante, Director of the Chair, who began the presentations with a moving introduction on "The Legacy of Manuel Ballbé and the Challenges of Human Security in the 21st Century," paying tribute to the professor after whom the Chair is named and contextualizing the current challenges in the field.


Throughout the morning, high-level lectures addressed crucial topics. Dr. Carlos Padrós Reig analyzed the public-private dichotomy in the field of security. Dr. Luis A. Cucarella Galiana explored the role of justice and procedural law in the face of human security challenges, focusing on those affected by the DANA as a vulnerable group. Dr. José Julián Istúritz Pérez delved into security and emergency management following natural disasters, while Dr. Joaquín David Rodríguez Álvarez addressed urban regeneration and its relationship with new technologies.


After a lively debate and a networking break, coinciding with the start of the UAB Community Festival, the afternoon focused on economic security. A roundtable moderated by Dr. Carlos Padrós featured interventions by Mr. Cristian Moreno Gómez, Mr. Ignacio Manuel González Santiago, Dr. Pedro Rebollo, and Dr. Antonio Morales, who analyzed the economic impact of natural disasters on citizens and businesses. The day concluded with a presentation by CONSEDOC (National Council of the Environment and Development) by Dr. Miquel Angel Serrat, and the presentation of awards to distinguished professionals such as Dr. Rocío Naveja Oliva, Dr. Maria de la Luz Lima Malvido, Dr. Luis Rodríguez Manzanera, and Dr. Audiel Hipólito Durán.

The second and final day of the Congress began with great enthusiasm at 11:00 a.m. with the 2nd Human Security Research Workshop. Dr. Roser Martínez Quirante moderated this session, which featured prominent experts such as Dr. Pablo Gárriz Galván, Dr. José Darío Argüello Rueda, Dr. Margarita Macías Massana, and doctoral candidate Raúl Díez Ferrera.


A highlight was the presentation of the "Research Seedbed on Human Security and Global Law" by Dr. José Darío Argüello, which generated great interest among the attendees.


At 12:30 p.m., the focus shifted to the latest publications by the Chair's researchers. Dr. Miquel Angel Serrat, Dr. Bernat-Noël Tiffon Nonis, Dr. Alicia Gómez de Hinojosa, and Dr. Lídia Pitarch presented their most recent work, which led to a lively discussion on advances in the field of human security.


The conference concluded at 1:45 p.m. with the closing ceremony. Participants were left with new ideas, strengthened connections, and a renewed commitment to research and practice in the field of human security.
