Meeting between the Manuel Ballbé Chair and the Parliament of Catalonia: technology, law and global challenges

Last Monday, the director of the Manuel Ballbé Chair, Roser Martínez Quirante, met with the President of the Parliament of Catalonia to discuss the work carried out by the Chair and explore possible avenues for institutional collaboration. The conversation revolved around issues that are essential today: the regulation of artificial intelligence, human security and the challenges facing the law in a context of accelerated change.


One of the central points was the international campaign Stop Killer Robots, which seeks to ban the use of autonomous weapons without significant human control. The director stressed the importance of Catalan institutions getting involved in this global debate, as military technology raises ethical and legal dilemmas that directly affect the protection of fundamental rights and human dignity.

The meeting also addressed how Parliament can contribute to promoting legislative initiatives that guarantee transparency, accountability and control in the use of systems based on artificial intelligence. Ideas such as organizing debate days, preparing joint reports and establishing a stable cooperation framework between academia and parliament were raised.


This meeting highlighted that law today faces enormous challenges: adapting to technologies that evolve faster than norms, ensuring that security does not compromise freedom, and strengthening a democratic model in the face of global risks. The Manuel Ballbé Chair aims to be a key player in this process, contributing knowledge and proposals to build a future in which technology is at the service of people.
